CCA Histories
With the constant improvement and development on construction sector, it has been recognized as the kingdom’s forth economic pillar after textile, agriculture, and tourism under the wise leadership by Samdach Akka Moha Sena Padei Decho Hun Sen, Prime Minister of the Kingdom of Cambodia. Construction is a sector with noticeable growth as it has beautified the Phnom Penh Capital’s sceneries so as in some provinces remarkably; therefore, making the world impresses on the kingdom’s thriving construction industry, while the ASEAN Constructors Federation (ACF) was established on 30 May 1985 in Jakarta, Indonesia that contains 8 members so far; Cambodia, Indonesia, Malaysia, Philippines, Singapore, Thailand, Vietnam and Myanma.
As having seen the improvement and development of Cambodia’s construction sector,ACF invited Cambodia, the ASEAN-latest memberto participate in in group, while Cambodia didn’t have its private-run constructors association yet.In response, the Ministry of Foreign Affairs and International Cooperation of Cambodia requested to the Ministry of Land Management Urban Planning and Construction of Cambodia which is the capable public institution thatmanages the construction sector to attend the ACF meetings, as observer role since October 9th, 2009, the time that the Ministry of Land Management, Urban Planning and Construction dispatched an officer to join the 29th ACF Council Meeting in Bangkok, Thailand. After having attended the meeting twice as observer, in responding to its invitation, ACF requested Cambodia to prepare the constructors association to enter as its member. At that time, H.E. IM CHHUN LIM, Senior Minister, Minister of Ministry of Land Management, Urban Planning and Construction agreed and advised to establish a ministerial committee comprising of 14 members to prepare for the establishment of the Cambodia Constructors Association in the aim to reply to the request and to join with other ASEAN member states since Cambodia has been one among them too.
During that time, the Ministry of Land Management, Urban Planning and Construction’s committee to establish the constructors association has struggled to produce various legal documents such as the association statue, association logo, and other involved documents through various meetings to edit and adjust those documents both among the committee members and 30 construction and designing companies that toke part to establish this association. Until October 6th, 2011 at the Diamond Island Conventions and Exhibition Centers, Phnom Penh, Cambodia. The Ministry of Land Management, Urban Planning and Construction cooperated with 30 construction-related companies that the Overseas Cambodian Investment Corporation-OCIC responded to all expenses to organize the 1st Cambodia Constructors Association’s assembly successfully.
The conference had invited over 300 companies, especially the construction companies to attend for the establishment of the Cambodia Constructors Association. At that time, the conference voted to support on association statue and select Neak Oknha PUNG KHEAV SE to be the association chairman, Neak Oknha MONG RETHTHY, the association Secretary General along with other members as stated in the CCA structure for the 1st mandate to start the operation and lead the association until now. Cambodia Constructors Associationis the non-government association, neutral, not-for-profit, and comply with the law of Cambodia, and it is the construction body that serves the construction sector and constructors, the only official association that has been recognized by and registered with the Ministry of Interior of Cambodia on November 16th, 2011. It has also been recognized by ASEAN Constructors Federation as official member at the 33rd ACF board meeting on December 6th, 2011 at Boracay the Philippines.
The Cambodia constructors association has to participated as a member of International Federation of Asian and Western Pacific contractors’ association, which currently comprises 19 countries such as Australia, Bangladesh, Cambodia, Hong Kong, India, Indonesia, Japan, Korea, Malaysia, Bhutan, the Maldives, Mongolia, Nepal, New Zealand, Philippine. Singapore, Sri Lanka, Taiwan and Thailand on February 6, 2015, at Kuala Lumpur, Malaysia.
The Cambodia constructors association has to participated as a member of International Federation of Asian and Western Pacific contractors’ association, which currently comprises 19 countries such as Australia, Bangladesh, Cambodia, Hong Kong, India, Indonesia, Japan, Korea, Malaysia, Bhutan, the Maldives, Mongolia, Nepal, New Zealand, Philippine. Singapore, Sri Lanka, Taiwan and Thailand on February 6, 2015, at Kuala Lumpur, Malaysia.
